Liam Boyce handed Jim McIntrye’s side a 26th minute lead against the run of play before Niall McGinn levelled up with just over 20 minutes left to play.
Kenny van der Weg’s straight red card with eight minutes remaining threatened to spoil the Staggies’ party.
But the hosts remained undeterred with Dow netting the winner shortly after to lift County up into sixth position in the Ladbrokes Premiership.
Aberdeen are third and seven points behind Rangers, albeit with a game in hand.
